China's ministry of industry and information technology issued a revised set of safety technical specifications for electric bicycles on April 15, 2019, giving manufacturers an 11-month transition period to upgrade their technology.
The specification was made public in January this year. Newly revised specification adds the tamper proof, fireproof performance, flame retardant performance, technical indicators for the protection of the charger, adjust the perfected the speed limit, vehicle quality, technical indicators such as pedal cycling ability. Among them, the top speed changed from 20 kilometers per hour to 25 km per hour, the vehicle quality (including the battery) changed from 40 kg to 55 kg, motor power changed from 240 watts to 400 watts.
China electronics technology standardization institute, senior engineer Hao Wenjian told reporters that day said, compared with the version of the public, official version not for big project, only the adjustment of individual projects, such as material, fire rating, etc.
All provisions of the code are mandatory and will be formally implemented on April 15, 2019, leaving an 11-month transition period for companies. China electronics technology standardization institute, senior engineer Li Shu ping said that during the transition period, the enterprise upgrading technology, including the updated material, a new design, improve the production process, etc. The specification after the formal implementation, will be unable to production, sales and import is not in conformity with the specification of electric bicycle.
China is the world's electric bicycle production and sales of the first big country, currently has about 200 million cars in the whole society, the annual output of more than 3000. But due to incomplete past safety standards, resulting in frequent accidents. According to statistics, from 2013 to 2017, the national total of electric bicycle accident cause person casualties of 56200 road traffic accidents, deaths of 8431 people, 63500 people were injured, the direct property loss 111 million yuan.
After the official implementation of the new standard, the provinces will formulate measures for the purchase of e-bikes that do not conform to the new standard, and gradually dissolve the problem within a few years through natural scrapping, trade-in and buyback.
