On July 3, the Ministry of Industry and Information Technology issued an announcement stating that in order to implement the "Extension of Producer Responsibility System" and the "Interim Measures for the Recovery and Utilization of New Energy Vehicle Power Battery Management", it is required to promote the recycling of power batteries. The Ministry of Industry and Information Technology has formulated the "Interim Provisions on the Management of the Recovery and Use of New Energy Vehicle power batteries"(hereinafter referred to as the "Provisions", which refers to the details of the "Provisions") and will come into force on August 1, 2018.

According to battery China network understanding, "regulation" before the official release, the ministry of industry and information technology energy conservation and comprehensive utilization department director Gaoyunhu has led the team to conduct many field research. The research and research group conducted field investigations in Shenzhen, Shantou, Changsha, Wuhan, and Beijing-Tianjin-Hebei regions on new energy vehicle production enterprises such as BYD, Guangqi Mitsubishi, Beiqi New Energy, Tianjin Yinlong, and Tianjin lishen, Bic, and Beijing Pulder. Power battery production companies, And Tianjin Lion, Shenzhen qiantai, Guangdong guanghua, Hunan Bangpu, Wuhan greenmei, Beijing craftsman and Tianjinsaide, and other comprehensive utilization enterprises, detailed understanding of enterprises to carry out new energy automotive power battery recycling work and encountered problems and difficulties in the development process. During the investigation, Gaoyunhu said that it is necessary to speed up the establishment of a traceability management system, implement the traceability management of the recycling and utilization of new energy automotive power batteries, and launch the traceability management platform.

On February 26 this year, the Ministry of Industry and Information Technology and other seven ministries and commissions jointly issued the Interim Measures on the Management of the Recovery and Utilization of New Energy Vehicle Power Battery(hereinafter referred to as the Measures), which called for the establishment of the "National Monitoring Platform for the Integrated Management of the Recovery and Use of New Energy Vehicle Power Battery". Information is collected on the whole process of power battery production, sale, use, scrapping, recycling and utilization, and the implementation of the responsibility for recycling and utilization of each link body is monitored. The Regulations were promulgated on the basis of the requirements of the Measures.

The Regulations point out that since August 1, this year, the new energy vehicle products that have obtained the "Road Motor Vehicle Production Enterprises and Products Notice"(hereinafter referred to as "the Notice") and the new imports of new energy vehicles that have obtained compulsory product certification will be managed retroactively. Prior to this, the import of new energy vehicle products that have obtained the "Announcement" and the import of new energy vehicles that have obtained compulsory product certification have been postponed for 12 months to implement the retroactive management, such as the use of batteries that are not coded according to national standards during maintenance and other processes. Statements should be submitted. The Regulations also require that motor vehicle manufacturers(including importers) shall, within 12 months of the implementation of these Regulations, transmit the relevant traceability information to the traceability management platform for new energy automotive products that have been produced and imported but not included in the traceability management.

At the same time, since August 1, 2018, the use of battery products for ladder use has been implemented. Battery production and echelon utilization enterprises shall file their manufacturer's code application and coding rules in accordance with the requirements of the "Notice on Opening the Vehicle Power Battery Code Filing System"(No. 73 of the China Aircraft Letter[2018]). The power battery produced by the enterprise or the echelon used battery products for coding and marking. Automobile production, scrapping, dismantling and comprehensive utilization enterprises should apply for account number on the tracing management platform and upload the tracing information on the tracing management platform. In addition, the automobile production enterprise should also submit the information of the recycling service outlets and publish it to the public on the enterprise website.

As an emerging field, power battery recycling is still in its infancy. The recycling system has not yet been formed. At present, most power batteries have not yet been retired, and effective cooperation mechanisms have not yet been established between automobile production, battery production, and comprehensive utilization. At the same time, in the implementation of the extended producer responsibility system, we also need to further refine and improve the relevant legal support. The "Measures" put forward that automobile production enterprises shall bear the main responsibility for power battery recovery, and battery production enterprises, scrap automobile recovery and dismantling enterprises, echelon utilization enterprises, and recycling enterprises shall perform corresponding responsibilities in all aspects of power battery recovery and utilization. The promulgation of the Regulations sets out detailed requirements for the filing and uploading of information on tracing by relevant enterprises. For example, an automobile manufacturer should upload relevant traceability information in vehicle production, sales, maintenance and replacement, power change inventory, power change, battery recovery and battery retirement; Waste car recycling and dismantling enterprises, terracing enterprises and recycling enterprises shall fill in the information on power batteries in the stages of scrapping, terracing and recycling of vehicles.

In addition, the Regulations also make detailed requirements for automobile production enterprises, scrap automobile recovery and dismantling enterprises, echelon utilization enterprises and recycling enterprises on the time limit for uploading information back to the source. If an automobile production enterprise is required to issue a certificate of qualification for domestically produced new energy vehicles within 15 working days, the importer shall upload the information within 15 working days after customs clearance and inspection and quarantine of imported new energy vehicles; Vendors, repairers and battery leasing enterprises that cooperate with automobile manufacturing enterprises shall submit sales, alteration, repair and replacement information to automobile manufacturing enterprises in a timely manner; Automobile production enterprises shall upload information of source within 30 working days after the sale, alteration, repair and replacement of power batteries; Recovery service outlets shall submit information to automobile manufacturers after the recycling and transfer of used power batteries; Automobile production enterprises shall upload information within 30 working days after recycling and transferring to storage of used power batteries.

New energy car sellers, maintenance dealers, and leaseholders that have not cooperated with the automobile production enterprises shall apply for accounts on the traceability management platform and upload information to the traceability management platform within 30 working days.

The scrapping and scrapping enterprises shall upload information within 15 working days after receiving the scrapping new energy vehicles and issuing the "certificate of scrapping and scrapping vehicles"; Upload information within 15 working days after disassembled and transferred to storage of used power batteries.

Echelon utilization enterprises should upload information within 15 working days after Echelon utilization of battery products; The used power battery generated during the process of terraced battery production, testing, and use shall upload information within 15 working days after its recovery and transfer to storage.

Recycling enterprises should upload information within 30 working days after receiving storage of used power batteries; Upload information within 30 working days after completion of reuse and final processing.

In addition, the Regulations require that enterprises engaged in automobile production, battery production, recycling, dismantling and comprehensive utilization of end-of-life vehicles should establish internal management systems, strengthen traceability management, and ensure that traceability information is accurate and true.

The competent departments of industry and information technology at the provincial level shall, together with the relevant departments at the same level, supervise and inspect the implementation of the traceability responsibilities of the relevant enterprises in the region.

Battery China Network believes that the implementation of the "Regulations" will effectively solve the problem of "where to go from" to "where to go". At the same time, after the battery has a coding and traceability mechanism, it is clear who produces and who uses it. As soon as we find the faulty batteries, we 'll find the person responsible.

However, new energy vehicle power battery terraces and recycling still have a long way to go. At present, there are insufficient technological reserves in enterprises, and key common technologies and equipment such as ecological design, echelon utilization, and efficient extraction of valuable metals still need to be broken through. The discharge, storage and echelon utilization standards of decommissioned power batteries need to be improved. Due to the influence of technology and scale, the recovery of valuable metals in the market is not high, the economy is poor, the related fiscal and tax incentive policies are not sound, and the market-based recycling mechanism has not yet been established. Gaoyunhu also stressed that cooperation and integration between industries should be strengthened, the market-oriented model of recycling and utilization with strong technology economy and friendly resources and environment should be actively explored, and the comprehensive utilization of resources should be actively promoted to promote the sustainable and healthy development of the new energy automotive industry.
