On April 26, the China Automobile Power Battery Industry Innovation Alliance of China Automobile Power Battery Industry jointly started the application of the white list for the automotive power battery and hydrogen fuel cell industry. In March 2015, the Ministry of Industry and Information Technology of the People's Republic of China promulgated and implemented the "Standard Conditions for the Automobile Power Battery Industry"(hereinafter referred to as the "Standard Conditions"). By the end of 2016, a total of 57 enterprises had entered the "Standard Conditions" catalogue. The implementation of the "Standards and Conditions" has been recognized and valued by the industry, enterprise organizations have a high degree of enthusiasm for reporting, and local governments and investment organizations have used it as an important assessment condition for project establishment and capital support. Vehicle enterprises also use it as an important reference index for the parts supporting system, which basically forms the industrial atmosphere of industrial standardization and development, and has achieved remarkable results.

 

In order to further strengthen self-discipline in the automotive power battery and hydrogen fuel cell industries, promote industrial transformation and upgrading, and carry out the follow-up work of the "Standard Conditions". The China Automobile Industry Association and the China Automobile Power Battery Industry Innovation Alliance will organize the implementation of the "Interim Administrative Measures for the White List of Automobile Power Battery and Hydrogen Fuel Cell Industry"(hereinafter referred to as "Administrative Measures")(see annex 1 to this circular). In accordance with the requirements of the "Administrative Measures" and in accordance with the relevant work deployment, the first batch of automobile power batteries and hydrogen fuel cell industry white list declaration work is now officially launched. The notification is as follows:

 

The secretariat of the China Automobile Power Battery Industry Innovation Alliance is specifically responsible for the management of the white list of automotive power batteries and hydrogen fuel cell industries, and is under the guidance and supervision of the Ministry of Industry and Information Technology and other relevant departments.

 

The China Automobile Power Battery Industry Innovation Alliance officially launched the application for acceptance of the first batch of white lists on the date of this notice(April 26), and all relevant enterprises voluntarily filed their declarations in accordance with the requirements of the Administrative Measures annexed hereto. The secretariat of the China Automobile Power Battery Industry Innovation Alliance is responsible for the first review of whether the application materials of power battery companies meet the requirements, and organizes an expert group to conduct expert review of the application companies.

 

Third, the enterprises that have passed the review are publicized on the websites of the China Automobile Industry Association and the China Automobile Power Battery Industry Innovation Alliance. The companies that have publicized no objection are listed on the white list to announce, and the white list is announced on the website of the Ministry of Industry and Information Technology of the People's Republic of China.

 

Fourth, the scope of this declaration covers positive and negative polar materials, individual batteries, battery systems, hydrogen fuel cell systems and electric reactor production enterprises. The specific requirements are detailed in Annex 1, "Administrative Measures."

 

Application forms: Application reports, product testing reports and other relevant certification materials will be sent by the reporting enterprises to the China Automobile Power Battery Industry Innovation Alliance e-mail box in PDF format by 17:00 on May 10(see Annex 1 for details). The preliminary examination and expert review time of the material is initially set to May 11-May 18, 2018. Enterprises declared after May 10 will be included in the 2018 second batch evaluation plan.

Interim Administrative Measures for the White List of Automobile Power Battery and Hydrogen Fuel Cell Industry

 

General provisions

 

(1) China's new energy vehicles are in a crucial period of development from the policy cultivation period to the market-oriented development. Power batteries and hydrogen fuel cells are the core resources for the development of new energy vehicles and are crucial to the technological progress, industrial upgrading and sustainable development of new energy vehicles. In accordance with the decisions of the CPC Central Committee and the State Council on the innovative development of new energy vehicles, the power battery and hydrogen fuel cell industries need to move from the pursuit of speed and extensive development to the development of quality and efficiency. They need to accelerate technological progress and improve product quality to provide a strong guarantee for the development of new energy vehicles in China.

 

(2) The China Automobile Industry Association and the China Automobile Power Battery Industry Innovation Alliance, as industry organizations, have the obligation and responsibility to promote industrial upgrading, strengthen industry self-discipline, and promote industrial enterprises to strengthen technological and managerial innovation. We will improve the research and development of key materials, electric cores, battery systems, hydrogen fuel cells and other products, improve product performance and quality, and establish product production standards and quality assurance systems. At the same time, in order to promote excellence, guide all kinds of resources to the advantage of enterprises, provide support for the government to formulate policies and guide the development of industry norms, and formulate this management method.

 

(3) The implementation of the administration of the white list is an act of self-discipline for the industry. For enterprises that meet the conditions of these measures, the China Automobile Industry Association and the China Automobile Power Battery Industry Innovation Alliance will publicize the announcement to the public by means of a white list, and the enterprise shall apply according to the principle of voluntariness.

 

(4) These administrative measures are applicable to the production enterprises of power battery materials, electric cores and battery systems and fuel cell electric reactors and systems produced in the territory of the People's Republic of China(except in Taiwan, Hong Kong and Macau) and equipped with automobile products.

 

(5) The power battery mentioned in these measures refers to a device equipped and used on a motor vehicle that can store electrical energy and can be recharged to provide energy for driving a motor vehicle. Including lithium-ion power batteries, metal hydride nickel power batteries and Super capacitors, solid state batteries, excluding lead-acid batteries; The material enterprises referred to in these management measures are mainly power battery positive and negative materials enterprises; The hydrogen fuel cell referred to in this management measure refers to the proton exchange membrane fuel cell(PEMFC).

 

II. Basic Requirements of Enterprises Subject to Voluntary Application

 

(6) It is established in accordance with the laws and regulations of the State, meets the requirements of the auto industry development policy, has the status of an independent legal person, and has obtained the business license of an enterprise legal person issued by the administrative department for industry and commerce.

 

(7) to meet the requirements of the laws and regulations of the State concerning production safety, environmental protection, energy conservation and fire control, and to establish a pre-planned mechanism for production safety, environmental protection and energy conservation management system, and to pass assessments or certifications on environmental management, occupational health and safety in production; It also has a complete fire safety monitoring and disposal system.

 

(8) having the legal right to use the land used for the production site, the area of the land used for production and the factory building shall be suitable to the variety and scale of the products produced by the enterprise.

 

(9) Enterprises related to power batteries shall follow the relevant national standards for the record of product coding.

 

(10) The enterprise shall formulate and implement enterprise standards or technical specifications for the safety, consistency and life of power batteries and hydrogen fuel cell products that are not lower than the national or industry standards.

 

(11) Within the past two years, there have been no major safety accidents in the production and operation of enterprises or the application of products, and there have been no negative impacts(if reported and confirmed) on the integrity of enterprises from industry and society.

 

III. Production conditions requirements

 

(12) The enterprise shall have production equipment and facilities and their ownership that are appropriate to the variety and scale of the products produced. Material enterprises shall have production equipment and facilities for different production processes, and have corresponding equipment and facilities from ingredients, production to later packaging; The power battery monomer enterprise shall have production equipment facilities for the process of electrode preparation, electric core assembly, chemical synthesis, etc., as well as a production environment monitoring system and corresponding equipment facilities for real-time monitoring of the temperature, humidity, cleanliness, etc. of the production workshop; Power battery system enterprises should have assembly lines suitable for mass production of power battery systems, and establish positive and negative two-way retrospective management and data recording capabilities for factors(people, machines, materials, methods, and rings) that affect the manufacturing quality of product production processes; Hydrogen fuel cell electric reactor enterprises shall have complete electric reactor assembly capabilities, and have production environment monitoring system and corresponding equipment facilities for real-time monitoring of temperature, humidity, cleanliness, etc. in production workshops; Hydrogen fuel cell system enterprises should have complete system assembly capability and have the ability to effectively trace the key parameters in the production process.

 

(13) Power battery material enterprises shall have at least the capacity for automatic production and on-line detection of the key process processes such as mixing abrasive, high-temperature sintering and crushing; The power battery monomer enterprise shall have at least the automatic production capacity and the on-line detection ability of the key process processes such as electrode preparation, lamination/winding, assembly, injection of liquid, chemical/split capacity, etc.. The power battery system enterprise shall have at least the capacity of automatic production and on-line inspection of the key processes such as core or module inspection, welding or connection, assembly, and downline detection; Fuel cell electric reactor enterprises shall have at least the ability to seal, press, air tightness test and performance test. Fuel cell system enterprises should have at least core parts inspection, subsystem and system assembly, gas tightness and performance testing capabilities.

 

(14) The enterprise shall formulate a complete design specification, manufacturing specification and inspection specification as the enterprise standard, and shall have a complete material approval assessment system and a mass production assessment system for product samples and different quantity levels. It also establishes a complete monitoring system from raw materials, semi-finished products, production process parameters, and products from the factory, and has the ability to ensure product consistency such as accurate control of the process.

 

(15) Enterprises shall monitor and control the discharge of waste water and waste gas from the production process, and supervise and manage the disposal and recycling of waste materials. All types of emissions shall conform to national and industry standards and relevant laws and regulations such as GB30484 "Emission Standards for Battery Industrial Pollutants".

 

(16) Enterprises shall exercise effective control over the process of warehousing and transportation of products.

 

Technical capacity requirements

 

(17) The enterprise shall establish a product design and development organization with corresponding research and development personnel, who shall account for not less than 15 or not less than 150 employees of the enterprise. The research and development personnel shall at least cover the aspects of new product design, technology research and development, material analysis evaluation, simulation and simulation technology evaluation, new process equipment development, product trial production and test analysis, revision of enterprise standards or specifications, patent tracking and application.

 

(18) Enterprises shall establish product design and development processes and technology management systems suitable for automobile research and development, establish product design standards for automotive power batteries and hydrogen fuel cells, establish product development information databases, and shall have the following research and development capabilities:

 

The power battery material enterprise shall have the product design capability of the positive or negative material, the production process design capability, the chemical, physical, structural and other performance testing capability of the material product, and the evaluation and verification ability of the material application in the semi-battery or the whole battery.

 

The power battery monomer enterprise shall have the ability of designing and developing production process and product(including material products) testing and verification of the single power battery, and have the ability to analyze and verify the key properties such as the safety and consistency of the single power battery.

 

Power battery system enterprises should have the capability of system design, simulation and analysis, power battery series in parallel, auxiliary devices, structural design and integration of load-bearing devices, management systems, design and development of heat management systems, and testing and verification. And has the system and key parts security, consistency, reliability and other key functions and performance analysis and design verification capabilities.

 

Fuel cell electric reactor enterprises shall have the capability of electric reactor simulation calculation, design and development of production process and product testing and verification, and have the ability to test and analyze the consistency of electric reactor single chip and electric reactor products.

 

Fuel cell system enterprises shall have the capability of designing, producing and testing mechanical and electrical aspects such as simulation analysis, system integration design, and the air subsystem, hydrogen subsystem and heat management subsystem of fuel cell systems, and fuel cell control system. And has the system and key parts security, consistency, reliability and other key functions and performance analysis and design verification capabilities.

 

(19) The enterprise shall be equipped with relevant development tools, software, R&D and test and verification equipment(including the trial line) that satisfy at least the above material analysis, R&D trial production, safety evaluation, performance evaluation, etc..

 

(20) An enterprise shall have complete product research and development experience and the ability to sustain investment in product research and development.

 

Product requirements

 

(21) Material products, power batteries and hydrogen fuel cell products shall meet the requirements of the current national standards, industry standards and group standards, and shall have the examination and qualification reports of qualified third-party testing institutions.

 

(22) The products developed and produced by an enterprise shall conform to the legal provisions on the protection of intellectual property rights.

 

Quality assurance capacity requirements

 

(XXIII) Power battery enterprises should pass the IATF 16949 quality system certification, prepare and implement production consistency control plans, and have a complete traceability system and information-based production management process. Fuel cell enterprises should pay attention to the construction of the quality system, and in principle require the certification of the IATF 16949 quality system.

 

VII. Requirements for after-sales service capability

 

(24) Enterprises should establish a complete after-sales service system and have the quality assurance ability of product after-sales service. Power battery enterprises should also meet the national and local policies and regulations on power battery products recovery and utilization; Hydrogen fuel cell enterprises should have the ability to build relevant after-sales service systems.

 

8. Whitelist application, acceptance and publicity management process

 

(25) Application, acceptance, publicity and announcement of the enterprise white list: 1. The Secretariat of China Automotive Power Battery Industry Innovation Alliance is responsible for the whitelist management of the automotive power battery and hydrogen fuel cell industry, and accepts the guidance and supervision of relevant departments such as the Ministry of Industry and Information Technology.

 

2. The China Automotive Power Battery Industry Innovation Alliance plans to officially launch the corporate whitelist declaration acceptance work on the date of the issuance of the Measures. The relevant notification notice will be officially released on the website of China Association of Automobile Manufacturers and China Automotive Power Battery Industry Innovation Alliance, in the Chinese people. 4. The China Automotive Power Battery Industry Innovation Alliance Secretariat is responsible for organizing the expert group to review the applicant enterprises, and the experts give the evaluation recommendations. The evaluation methods include material review and on-site assessment, and the on-site assessment of the enterprise adopts random sampling.

 

5. The white list is accepted as an unscheduled system, and it is ready to be accepted at any time. The China Automotive Power Battery Industry Innovation Alliance regularly organizes reviews, and the companies that have passed the review are publicized on the website of China Association of Automobile Manufacturers and China Automotive Power Battery Industry Innovation Alliance to publicize unobjectionable enterprises. It will be announced in the whitelist and, in principle, two to three batches will be announced each year. The white list will be pushed simultaneously on the website of the Ministry of Industry and Information Technology of the People's Republic of China.

 

(26) China Automotive Power Battery Industry Innovation Alliance will implement dynamic management of corporate whitelists. Enterprises that have been whitelisted should send the annual development report (see Attachment 2) to the China Automotive Power Battery Industry Innovation Alliance mailbox by March 31 of each year, and recommend that the company provide products to the China Automotive Power Battery Industry Innovation Alliance every month. Production and sales.

 

(27) China Automotive Power Battery Industry Innovation Alliance reviews the companies in the whitelist every three years, and welcomes all sectors of the society to supervise the enterprise standards in the whitelist. A whitelisted company will revoke its whitelist qualification if:

 

1. Filling in the information has falsified behavior;

 

2. Refusing to accept supervision and inspection;

 

3. Failure to submit annual development reports as required;

 

4. Can't keep whitelisted;

 

5. Violation of national laws and regulations and industrial policies;

 

6. A safety accident occurs in an enterprise's production or product application, causing adverse social impacts;

 

If the whitelist qualification is revoked, the relevant enterprise will be informed in advance to hear the company's statement and defense. Enterprises that revoke their whitelist qualifications will be suspended from accepting whitelist applications within three years.

 

IX. Supplementary provisions

 

(28) The management measures are interpreted by the China Automotive Power Battery Industry Innovation Alliance and revised in a timely manner according to the development of the industry.

 

(29) The Administrative Measures shall be formally implemented as of the date of promulgation.
